It is COMPLETE with all four packs of factory sealed of 50 Destination Tiles and 16 Transportation Tiles (in two packs of 17 and two packs of 16, we verified), all 8 wooden Tile Holders (factory sealed in two separate packs), board, plastic box liner/tray, box and instructions. The box has some light creasing on a few edge areas, but looks pretty good. All box corners are intact with no tears or tape. The contents look nice and clean.
