I personally inventoried all cards, one of the base sets is 100% complete, the other is missing cards (120-141, (missing one card 165), 169-174), but my understanding is that the reason people recommend two base sets is because of the player cards specifically, which both sets have all of, so shouldn't really matter. Includes the bonus wooden trays and the plastic investigator card holders (though I'm not 100% sure how they work). All cards are sleeved and in very good condition.
